BPO weapons gain the boosts from levelling skills, such as Assault Rifle proficiency. Not so sure about the BPO Dropsuits. They should get the Racial Bonus, if they're a race variant eg: Valor Scout. The Dragonfly Scout probably won't get anything.

My advice to you Dunk would be to focus on the Core Upgrades, Engineering and Elecrtonics skills as well as the Armour Upgrade and Shield Upgrade skills before you do anything else; the former three will increase the PG and CPU of any Dropsuit you...
